In this case, we are talking about polling. The aim is to get people voting for Republicans not to bother since it’s all over. This is from Zero Hedge: New Podesta Email Exposes Dem Playbook For Rigging Polls Through “Oversamples”.

Now, for all of you out there who still aren’t convinced that the polls are “adjusted”, we present to you the following Podesta email, leaked earlier today, that conveniently spells out, in detail, exactly how to “manufacture” the desired data. The email starts out with a request for recommendations on “oversamples for polling” in order to “maximize what we get out of our media polling.”

I also want to get your Atlas folks to recommend oversamples for our polling before we start in February. By market, regions, etc. I want to get this all compiled into one set of recommendations so we can maximize what we get out of our media polling.

The email even includes a handy, 37-page guide with the following poll-rigging recommendations. In Arizona, over sampling of Hispanics and Native Americans is highly recommended:

Research, microtargeting & polling projects

– Over-sample Hispanics

– Use Spanish language interviewing. (Monolingual Spanish-speaking voters are among the lowest turnout Democratic targets)

– Over-sample the Native American population

For Florida, the report recommends “consistently monitoring” samples to makes sure they’re “not too old” and “has enough African American and Hispanic voters.” Meanwhile, “independent” voters in Tampa and Orlando are apparently more dem friendly so the report suggests filling up independent quotas in those cities first.

– Consistently monitor the sample to ensure it is not too old, and that it has enough African American and Hispanic voters to reflect the state.

– On Independents: Tampa and Orlando are better persuasion targets than north or south Florida (check your polls before concluding this). If there are budget questions or oversamples, make sure that Tampa and Orlando are included first.

Meanwhile, it’s suggested that national polls over sample “key districts / regions” and “ethnic” groups “as needed.”

– General election benchmark, 800 sample, with potential over samples in key districts/regions

– Benchmark polling in targeted races, with ethnic over samples as needed

– Targeting tracking polls in key races, with ethnic over samples as needed

The aim is to have the poll record as closely as possible the outcome they are intending to rig on the day. And what may be the most astonishing part is that were it not for the leaked emails, no one would have heard a thing even though hundreds of people must be in on the scam.

    Similar corrupt practices apply to the conduct of elections in Australia.

    Under our system, the only people currently permitted to handle completed ballot papers; count the votes; allocate preferences, etc., are financial members of A.L.P.-affiliated Unions. No wonder parcels of Liberal votes “disappear”, as famously happened in the W.A. Senate election, a while ago.

    Given that the A.L.P. is almost invariably a contender in such elections, this openly corrupt practice stinks to high heaven.

    Maybe, in order to introduce an element of ‘impartiality’ into the current bent process, every SECOND election, only card-carrying members of the Liberal Party should be allowed to handle the ballot papers; count the vote; allocate the preferences, etc. This is an undesirable suggestion, but serves to highlight just how ‘bent’ our existing partisan electoral situation is.

    Similarly, corrupt A.L.P./Union politicians get “looked after” by their corrupt “little maaates” in the A.L.P.-affiliated Unions in the A.T.O., whenever they take a $40,000.00 brown paper bag of used, unmarked notes from the hands of employers they are negotiating E.B.A.’s with, or stealing the odd $20 MILLION from H.S.U. members with impunity and utterly without any need of restitution.

    We NEED to remove organized crime from our electoral, Justice and Taxation systems.

    That requires removing the A.L.P. and their various organized crime networks from those institutions.

    To be honest the up/down polling is making me feel more anxious.

    I have been a scrutineer for LNP without being a member.
    I watched every vote being counted atthe polling booth , argued about ambiguous votes and at the end of the night rang the preliminary results to LNP hadquarters.
    This part of the eection seems pretty robust.
    Of course we should need an id to voteand the rabid leftist press and ABC bias and outright lies shouod should be countered.

    Correct me if I’m wrong, but “oversampling” just means “ask more people of that demographic” so that the margin of error is smaller. It doesn’t mean weighting the polls differently, which would actually skew the result.

    No Ex Republican it means putting more people from a particular demogrpahic into a poll count than their numbers would otherwise warrant. I have had some limited experience in polling. You don’t ask 1000 people their opinion and count it. You have to get the age, gender, educational, income, geographic and racial balance right to have an accurate poll – or to be more specific to generate a 95% confidence level that the poll’s results are within the margin of error (which is detemined by your T score).

    Let’s assume the population of the US is 80% Earthling, 10% Martians and 10% Plutan and that Martians vote Hillary 75-25 and Plutans vote Trump 75-25.

    The Martian 10% of the population should give Hillary 7.5% of the total vote.

    If Plutans and Martians are both polled equally both candidates get 10% of that population sample which is 20% of the total.

    If I oversample Martians to 20% and Plutans at 0% then Hillary gets 15% of the vote from a 20% sample of the population and Trump 5%. Obviously you need to be more subtle than this.

    The overesampling can be really subtle – for example if you oversample a particularly strong sub group – say inner city registered Democrats and under sample a weaker sub group like Rural Democrats, then you can also skew the poll and make it almost impossible to unpick the poll based on the numbers published.

    Yes, that’s the weighting part. Oversampling isn’t weighting. From pollster.com:

    Pollsters sometimes “oversample” a survey sub-population in order to increase the reliability of the results for that group. More interviews means less potential random sampling error. Before tabulating the data for the full sample, however, they “weight” back the oversample its correct proportion with the larger sample.

    I checked with Gary Langer, the director of polling at ABC News, and he provided a few additional details. The ABC Polling Unit started with a nationally representative sample of 1,803 randomly selected adults interviewed between March 29 and April 4. Of these, 660 described themselves as baseball fans (on the survey’s first question). Of these, 64 were African-American.

    The pollsters wanted a bigger and more reliable sampling of African-Americans. So they continued calling from April 5 to April 22 and interviewed another 476 randomly sampled African Americans, of whom 139 were self-described baseball fans.

    Thus (adding everything up), the ESPN/ABC survey interviewed 799 baseball fans, including 203 among African Americans. Before tabulating the data, however, they weighted the combined sample of 2,279 (the original 1,803 plus the oversample of 476 blacks) in a way that reduced the proportion of African-Americans to its correct value as determined by the U.S. Census.**

    This practice is not at all unusual. The intent is to generate more statistically reliable results by race, not — as Brown puts it — to “generate racially charged results.”

    Many of the US polls are oversampled to weigh Trumps worst demographics
    e.g Women/Men split 58/42 or 56/44 (in real life its 51/49)
    e.g A recent Reuters poll showed those with a degree being 52% of the electorate (in real life only 30% of voters have a degree).

    But removing those political motivated polls, Trump is still down about 3-5 nationally, enough to lose handily.

    One of the many depressing things about the Trump phenomenon has been to see so many obviously intelligent people promote such ridiculous conspiracy theories, in order to keep their dreams, more fantasies at this point, alive.

    Is the suggestion here that the Clinton campaign is dictating the sampling methodology to multiple polling organizations across multiple states? If you believe that, then there is little I can say to convince you otherwise. There are a large number of proffessional polling organizations in the U.S., with decent track records. There’s no way they’re taking advice on sampling methodology from campaigns.

    It is obvious that what is being discussed in these emails is the campaign’s own polling. Conducting a poll is not cheap, it is obviously in a campaign’s interest to get value for money and make the poll as accurate as possible. If you want to win, a clear picture of reality is far more valuable than any propaganda value from a bogus poll.

    Oversampling is not some dubious method of getting the result you want, it’s an utterly conventional practice to compensate for known issues with the populations being sampled. An obvious case here is with the Native American population having a higher ratio of voters to phone numbers. The report is simply calling out those areas where the sampling and weighting should be varied to get a more accurate result. The exact opposite of rigging, in other words.

    I don’t doubt that Clinton plays dirty, but the idea that she’s arranged for the election itself to be rigged in her favour, then arranged for the polls to also be rigged to match, is insane.

    These things were all considered laughable ‘conspiracy theories’ by ‘sore losers’ at one point. All have since proved to be absolutely true:

    -the DNC rigged the primaries against Bernie Sanders and the deal was cut right back when Kaine stepped

    Some people are tired of watching ‘conservatives’ conserve nothing and would prefer to take down the power crazed corrupt Clinton cabal.     You willfully misunderstand the point. Everyone knows the DEM campaign does not dictate sampling to polling companies, this was just an example that it IS done. The polling industry DOES politically motivated agenda polls i.e to provide a media narrative that its over and depress turnout for Trump.

    There was a poll last week that had a 60/40 female to male ratio. That’s pure agenda polling.

    Many polling companies on the left and right do agenda polls until the final 2 weeks. At the end of this week you will see a heap of polls tighten up and lefties start to panic. But there will not be any real movement toward Trump, it will just be more accurate polls coming in.

    My girlfriend’s father is a non-member LNP supporter and runs a small regional booth every year. I think it is disingenuous to suggest the counting processes are corrupt. It’s mostly family people trying to get a bit of extra cash except the fulltimers who count the Senat, who are closely scrutineered.

    Another email reveals that a PAC was paid which then produced a media poll – the sort that doesn’t show any breakdown beyond the party registration. The media polling is intended to drive a narrative.

    The final days pols are likely to be more accurate, to give ‘the polls’ an air of legitimacy for the next cycle. Meanwhile, we are supposed to believe that ‘scientific’ polling can produce chunks of the electorate upwards of ten percent that change their mind every 72 hours. In a very heated and partisan presidential race. Sure.

    The purpose of media polling is to drive a narrative.

    To drive a narrative you need to control the numbers.

    To control the numbers in the media poll you need to know who to poll.

    They know people will look at your party breakdown for polling.

    So you need to make sure your poll sample shows the right numbers to give the air of legitimacy, yet reliably skews your way.

    How do you do that?

    You oversample specific groups to get more accuracy in your internal polls, then make sure the media poll uses a sample taken from the right areas to get the skew. Like Native Americans in Arizona or specific counties in Florida.

    Or, just read the email quoted in the OP and read the attachment. But yeah, we’re the conspiracy theorists and math fails for explaining the DNC strategy to those determined not to see it.     Actually I pointed out that the polls in the Podesta emails were for internal strategic purposes. You can use oversampling as a technique in any poll where you want to reduce the margin of error.

Don’t believe me? Let me quote a random sample or three from that report:

    “It is recommended that outside groups wanting to run issue ads about key progressive policies work with ABM (Alliance for a Better Minnesota, a 501(c)(4) organization with a sister 501(c)(3)) to develop a paid media campaign strategy, which ABM could then execute in Minnesota” (italics DB)

    or how about:

    “Target the Minneapolis-St. Paul media market. This is the fastest-growing region of the state. This market was 4% of the statewide vote total in 2004 and will likely increase its vote share in 2008. If Minnesota drops out of the competitive category, plans should be in place to address the paid media component of this.” (italics DB)

    or say:

    So there you have it . This email and its attachments are just about bog-standard campaign strategy, resource allocation and ad buying.
