    The OCC will be a semi-independent Office in the Ministry of Rehabilitation.

    Thanks for that, and I agree with others above who have intimated some of the difficulties of achieving things in PNG.

    Without revealing too much information and outing myself, I’ve been involved with a community in the vicinity of Salamaua (just south of Lae, Morobe Province) trying to resurrect their embryonic trekking industry after the ‘Bitoi butchery’ incident of maybe five years ago now, where a trekking group of Australians was attacked and several locals either hacked to death or grievously wounded. The last time I heard, no organised groups had been through since, cutting off completely one of very few opportunities for locals to earn Kina, in an area that by-and-large, depends on subsistence farming. One group controls the beginning of the Black Cat Track, and another the last half or so, and they cannot get together to agree to open it again. It is a great shame, as there is a good deal of little-known military history in the area, and access to Lae, the second-largest city, is straight-forward at the coastal end. What a pity.

    A BRISBANE tattoo artist has designed four tattoos to hail the efforts of a Melbourne teenager who egged Senator Fraser Anning.

    Artist Gemma from Gemma Dilemma Art operates out of Black Ivy Tattoo at Chermside and tatttooed her first client this afternoon.

    In a joint statement, Gemma and the owner of the studio said the designs are an artistic expression regarding the current political climate.

    Almost impossible to get into an orchestra and the pay isn’t that grand.

    Playing an instrument is supposed to help math skills but you should have that covered.

    I know piano playing families that get together for family music nights, like it was in the good old days, but that must be rare.

    My grandfather was a fiddler and in much demand for country dances, not much of that these days either.

    Perhaps you should get her to learn some hymns so she can play at church.

    Tell your friend that my friend with arthritis and hypertension says that he’d be more like two days than two minutes. Slightly quicker recovery time if he “forgets” his BP tablets that day but then slightly greater chance of dropping dead in the act.

    On a recent visit to Fiji I was able to confirm that the majestic islands of the South Pacific remain as close to paradise as one can get in this world. But alongside the sparkling crystal waters and coral gardens, I saw something darker at work in the region.

    As U.S.-China competition intensifies, the thinly settled islands scattered across Oceania will become geopolitical flashpoints. The contest has already begun to impose strains on fragile societies. These strains will intensify as strategists in Washington, Beijing and Canberra seek to further influence political developments in tiny, almost inaccessible island-states.

    U.S. interests in the South Pacific run deep. The American naval presence in the region, originally dispatched to protect U.S. whalers, is 200 years old. American statesmen have long believed that the country’s security depends on U.S. power in the Pacific. President John Tyler extended the Monroe Doctrine to Hawaii in 1842; a century later the importance of the region was driven home by the brutal island warfare of World War II. Even in an era when many Americans want to limit the nation’s overseas commitments, voters and Washington strategists alike will remain focused on maintaining security and stability in the South Pacific.

    For many years, the main diplomatic drama in the region revolved around the bidding war between Taipei and Beijing for diplomatic recognition. In exchange for aid packages, island-states would agree to recognize either Taiwan or the mainland. For small states without many goods to sell, diplomatic recognition turned out to be good business. Of the 17 countries world-wide that maintain diplomatic relations with Taiwan, six are in the South or Central Pacific.

    More recently, Beijing has intensified its courtship of Pacific island-states. Large investments and aid packages for countries like Papua New Guinea, Vanuatu and Fiji have alarmed Australia and New Zealand; additionally, China dangles the prospect of massive infrastructure aid for countries willing to participate in the Belt and Road Initiative. Tonga’s indebtedness to China amounts to nearly one-third of its GDP.

    Some in the region welcome China’s new activism. A bidding war between Western nations and Beijing over sea lanes and naval bases, they reason, will be more lucrative than a mere contest over diplomatic prestige between Beijing and Taipei. Outsiders might be tempted to sneer at the venality of countries looking at geopolitics in this way, but the Pacific island nations cannot afford many scruples.

    Fiji, for example, has a population of 926,000 citizens and a GDP of $4.9 billion according to the latest CIA World Factbook estimate. Yet it must provide infrastructure and basic services to 110 inhabited islands while monitoring a maritime territory that includes more than 200 uninhabited islands scattered across 486,000 square miles of sea. Kiribati, an archipelago north of Fiji, has a population of 109,000 distributed across an expanse of ocean twice the size of Alaska with a GDP of $197 million.

    Good jobs on the islands are often hard to find. Young Pacific islanders who gain university education are often drawn to the bright lights of Sydney and Auckland, New Zealand. With little or no manufacturing capacity, the islands must import goods, from fuel to textiles and pharmaceuticals—usually at high cost, due to their distance from industrial centers. In these circumstances, the islands have every incentive to leverage their geographical position for financial and diplomatic advantage.

    The priority in the U.S. and allied nations (including France and Britain, which still control territories in the region) must be to draw these countries into a stable and deepening relationship with the West while reducing the risk of crises and confrontations with China.

    This will not always be easy. Economic development in countries like Papua New Guinea hinges on the exploitation of mineral resources. Papua New Guinea was ruled by Australia until 1975, but China’s role as a major export destination ensures that it will have a close relationship with Beijing. China’s willingness to finance the construction of ports and rail infrastructure makes that relationship likely to grow closer still.

    Protecting U.S. interests in the South Pacific is neither the most difficult nor the most expensive task confronting American policymakers in a newly competitive world. But success will send an important signal to Beijing and beyond about Washington’s ability to respond effectively to the wider geopolitical consequences of China’s rise.

    Failure will also be noted, and will come with a price.

    Until relatively recently, most Chinese in Aus/NZ were trying to get away from the commies and particularly the racist governments in Indonesia and Malaysia. I guess now it’s more chicoms looking for somewhere to park their cash with stronger visceral attachment to Greater China.

    Incidentally, for other Asians – the average Jap and Korean food in Auckland is way better than the average such places in Australia.

    Greens leader Senator Richard Di Natale has called for a ban on political donations from the gun lobby, in the wake of the Christchurch terror attacks.

    In a copy of the Greens’ new national strategy to tackle racism and far right extremism seen by The Australian, the party outlines plans to prohibit the possession and use of semiautomatic guns.

    It also promises to initiate a review into the government’s response to the more than 50 breaches of the Nationals Firearms Agreement after the next federal election.

    The party wants new laws to be introduced that would make so-called “hate speech” illegal under the federal Criminal Code Act. The legislation would require courts to consider additional penalties when sentencing an offence motivated by hate or prejudice against a particular group.

    “In the wake of the Christchurch massacre we must act to stem the rising tide of Islamophobia, anti-Semitism, racism and bigotry in Australia,” Senator Di Natale said.

    “We stand with the overwhelming majority of Australians, united against hatred and against the hate-speech that has dominated our politics and our public spaces for far too long.

    “White supremacy and the emerging neo-Nazi movement are taking a foothold right around the world, emboldened and encouraged by opportunistic politicians. These voices have nurtured, encouraged and legitimised hate. Enough is enough.”

    Released on the eve of Harmony Day, the new policy also calls on the government to shell out $12 million a year for a national anti-racism campaign, $10 million for a community grant program to counter violent extremism, $98.2 million to fund research into domestic extremism and $138.2 million federal Multicultural Act and an Australian Charter of Rights.

    In November, Di Natale introduced legislation to create a parliamentary Code of Conduct that would prevent politicians from “speaking hate”.

    The bill calls on members to “not knowingly humiliate or degrade an individual or community based on their colour, national or ethnic origin, culture, religious belief, gender or sexual orientation” including “acts which are intended to incite hated to create fear of a community”.

    It is due back in the Senate when Parliament resumes next month.

    A New Zealand woman has been arrested on suspicion of inciting racial disharmony after a hateful message was posted to her Facebook page in response to the Christchurch shootings.

    In retirement, one of my aims is to learn some spherical trigonometry and be able to plot a position using manual calculation like James Cook did two centuries ago.

    No particular reason.

    The war service loan scheme these day, has been mugged by the realities of the real estate market. You won’t get far on $25000. I have bought and sold five properties in my lifetime, and the $25000 (which I paid back after selling our first one) was a drop in the bucket.

    The scheme has now been privatised, and its value is decreasing annually.
    The only real benefit I scored from operational service was one year’s study at U of Q under a L & NS fellowship. It got me started, but the remaining nine years earning my two degrees was hard graft in my own time, three evening sessions weekly after teaching all day.
    And you never let on you were a Vietnam vet on campus in the seventies.

    As for the weekend warriors?
    I’ve met a few of them in my time (some on a swan in Vietnam to earn a medal for visiting a FSB) and they were pseudo machos of the first order.

    Usual disclaimer – this issue was introduced to the OT by Z2KA, not by me.

    The war service loan issue was brought up here as an attempt to rationalise my behaviour. The war service benefits were not in my orbit at the time. Marriage and settling down was as best, a very fuzzy concept. I was relying on the statistical odds, which indicated that I had a much better chance of not being called up in the ballot than the alternative.

    That was why myself (and most others) didn’t take the CMF option. It might also have been practically impossible, given my rural situation. With the amount of driving that would have been necessary to attend parades, the state of my car and the roads at the time, and my driving habits, I probably would not have survived.

    Once balloted, the only “way out” of the army was via the magistrate’s court.
    I was a teacher. I was not a conscientious objector to all war, so would have been convicted of an offence against the NSA..
    That would have been the end of my teaching career.

    Beyond that, I believed I would fail the medical , as I had polio as an infant. I was passed A1.
    Once in the army, I believed naively that my corps preference would be honoured, and I would end up in Educations corps. I was posted to Infantry.

    Once in Infantry, I aligned my unit preference to one that was about to return to Oz. I got 7 RAR which was next to head off to funny country.

    Right through the whole process, I made rational decisions in doing my best to avoid operational service, but it wasn’t to be.

    My only regret is being involved, against my better moral judgement in a futile and evil exercise, and history has proved me right.

    I vowed I would never do that again, and that exercising of moral judgement is one of the reasons I post here.

    You can’t rationalise the moral corruption of conscription in peacetime.
    But this is Catallaxy, where it’s possible to rationalise anything, even mass slaughter.

    His profuse sweating reminded me of the stories surrounding Nixon’s poor performance against JFK in the first televised presidential debate in American history, including his sweating under the TV lights.

    Nixon got a poor wrap for that. Daly may escape media reportage on this, but every viewer saw it clearly. The sweating may get linked to Daley’s inability to answer questions and build the impression he is evasive and “tricky”.

    In the following weeks Bridges became well known to his troops for the first time, through his daily inspections of the firing line; during these he showed great disregard for his personal safety. On the morning of 15 May he was shot by a sniper in Monash Valley and both artery and femoral vein in his right thigh were severed. He was evacuated to the hospital ship Gascon but his condition was such that doctors decided against operating to remove his leg. The wound became gangrenous and he died en route to hospital in Egypt on 18 May. He had been appointed K.C.B. the previous day. His remains were interred at Alexandria but in June it was decided to return the body to Australia for burial. After a memorial service in St Paul’s Cathedral, Melbourne, on 2 September, and a funeral procession through the city, his body was transferred to Canberra and reburied overlooking the Royal Military College.
