    President Donald Trump exceeded his authority when he reversed bans on offshore drilling in vast parts of the Arctic Ocean and dozens of canyons in the Atlantic Ocean, a US judge has said in a ruling that restored the Obama-era restrictions.

    Then when Obama put the bans in place would that not also have been outside his authority?

    Nary a whisper then.

    (Mind you, you can’t really expect Obama to declare that he had exceeded is authority. There is an entire fifth estate and people in both houses for whom it is supposedly in their own interests to leap upon this sort of thing.)

    The United Nations climate change secretariat is planning to enable local governments, companies and individuals to offset their planet-warming emissions using UN-certified carbon credits.

    It announced on Wednesday that the secretariat’s staff and their families had signed up to buy certified emission reductions (CERs) held by a UN fund for climate change adaptation to address the emissions they generate at home and work.

    Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change, described the move as “just the start”.

    “We are currently looking at ways to easily allow others, for example individuals, companies, cities, events and the wider UN system, to calculate their emissions and carry out a simple transaction to offset them with a broad range of available UN-certified offset credits,” she said in a statement.

    CERs are produced by emission reduction projects in developing countries, such as clean cookstoves and wind power, registered under the UN’s Clean Development Mechanism (CDM).

    UNFCCC staff members will purchase their credits from the Adaptation Fund, which is supposed to get most of its cash from a 2 percent levy on all issued CERs.

    I once worked with an attractive woman who had a strange encounter with Joe Biden. As a young reporter on Capitol Hill, she got stuck in a melee of reporters shouting questions at the senator. Biden saw her plight and invited her to join him as he marched into an elevator. My former colleague was delighted: here was a rare interview opportunity. As soon as the elevator doors closed, though, Biden took out a Snickers bar and inserted the whole thing into his mouth. He then masticated heavily throughout the ascent and walked off without a word.

    That’s Joe Biden, the man who could well be the next president of the United States. He’s a weird dude.
