    Just to Remind what it takes to restart a Paower Network

    Power collapses again in Venezuela

    What a mess. The power is down again in more than half the country — coming and going. People are desperate for water. Schools, industry and state buildings are closed. The Russians have sent in troops. The US has told them to get out.

    It’s easy to take civilization for granted — until you don’t have one.

    h/t to Rafe Champion, who links on Catallaxy to my post on how hard it is to restart a grid. And also to Lance’s comment which was so useful I added it as an update to that post and which is now starring on Catallaxy too . In case you missed his comment, and because it’s so apt, here it is again:

    Lance predicted this could take 3 – 6 months to restart (and scored 67 thumbs up)

    This is a teachable moment. Smart people will pause and reflect upon what is happening, lest it happen elsewhere. This is not a game sane people want to play. Societies melt down in a matter of days to weeks without electric power, water, food, transportation, communication, etc.

    We’ve yet to see how bad this is going to get. It will get a LOT worse before it gets better.

    My guess is it will take 3 to 6 months to restart the grid in Venezuela, even if things go swimmingly. If a few substations and alternators are blown out, it could take 2 years. Longer if some turbines are damaged.

    Substation transformers are custom made to order. They do not exist “in stock on hand” at the power levels needed on a national grid scale. Unit substations might be available in smaller sizes, say 50 to 100 MW. But the high voltage and higher power switchgear and transformers can be a 1 to 2 year lead time item even if you have the cash to pay for them.

    Why startups can pull awesome loads, wild variations, and are risky and sometimes explode:

    Every inductive load (induction motors) takes 6 times the normal running current to start each and every one. In terms of real and imaginary (complex) power components, the Load appears to be almost purely inductive with a Real component vector of nearly zero.

    Essentially, Generation must provide 6 times the power it was providing when the grid failed and that reserve simply doesn’t exist. So energizing a substation is an explosive event.

    The safest / only way to restart the grid is to isolate all of the loads except residential loads and bring up the lower voltage substations (10 kV) gradually in a controlled fashion. The residential load has resistive components ( water heaters, clothes dryers, cooking ovens, etc ) that help reduce the inductive component and provide a unity power factor component to the apparent load.

    Only after the lower voltage grid is stabilized can the higher voltage transmission lines and substations (110 kV to 750 + kV)be re-energized. Even so, it is a precarious dance of balancing generated power with apparent power.

    When the generator is connected to the load, it “sees” a reflected wave coming back to the generator that trips the overload safeties and causes the turbine/alternator to disconnect if the apparent power exceeds safe limits. If those safeties aren’t functional, the risk is an exploding substation, alternator, sheared turbine shaft, etc.

    This is a nightmare scenario. No sane person ever wants to “smoke test” a power grid by trying a black start. The ramifications are frightening.

    This is specifically why keeping a stable grid operational is a lot smarter than trying to roll the dice with intermittent generation and sudden changes in loads.

    Plus they’re up to their eyeballs in debt and crush businesses with STUPID regulations the EPA enforces, terrible court rulings (the Gloucester case judgment was a travesty of jurisprudence) and awful, inefficient taxes like stamp duty and payroll tax that need to be savagely cut or abolished…

    Also like the totalitarian moralistic ALP busybodies before them, they have continued to deprive us of our god given, won-in-revolution legal rights like the right to silence of an accused.

    That’s just a start.

Yesterday I asked Hairy’s ophthalmologist such a curly one that after giving his considered reply on the epidemiological uncertainty he said we’d better check that through on Google just to make sure. I’ll do Medline, I told him. Find the original papers and see. He seemed relieved.

    Doctors must really hate the internet and smart-arsed wives. Fortunately, this guy knows that I know well enough to leave the major diagnostics and advice to specialist clinicians, for they are the ones who thoroughly know their business. Dr. Google as accessed by the general run of patients must annoy the hell out of most doctors.

    Some of the longer novels in Man – Kzin Wars are good too. Niven let a lot of well known SF authors play in that sandbox, including one Hal G.P. Colebatch. You’ll need to read some of the Known Space stories first to figure out who the Kzinti are. They make Klingons and Merseaians look like pussies. Er, sorry.

    Lizzie – Haven’t read up much on the field. Archaeometallurgy is a thing! Lots of interesting stuff. Tin was rather rare, arsenic a lot more common…but with certain downsides. 😀

    I’ve read a bit about the Chalcolithic, which is a very interesting time as people first stumbled upon native copper, worked out what you could use it for (ie. cheap bling, then nice things like fine-work tools), then worked out how to get more of it once the native copper supplies ran out. That caused the invention of smelting and, after a while, chemistry.

    Australia’s national security will be greatly upgraded through an unparalleled $570 million funding boost for counter-terrorism and anti-espionage operations, in a budget framed around keeping the economy and the country safe and strong.

    With national security set to be a key election battleground, The Weekend Australian can reveal that Scott Morrison will use Tuesday’s pre-poll economic manifesto to elevate the government’s credentials on the issue.

    The budget will include a major resourcing package for ASIO and the Australian Federal Police.

    But despite expectations of a major election cash splash, it is understood that Josh Frydenberg will instead use the budget to stamp the Coalition’s authority on economic management, with ­restraint shown on “big spending” handouts.

    Government sources have revealed that, although the budget will show stronger than forecast surpluses over the forward estimates, there is a view that the electorate would mark down the government for “irresponsible” spending ahead of the election.

    Instead, the focus will be on cost-of-living relief as well as a major infrastructure package.

    A $100 million cash injection for regional airports will be included in the budget, aimed at ­upgrading runways and attracting commercial flights to country areas.

    The government has also moved to bolster another ­recognised political strength by meeting the demands of intelligence and security agencies for more resources to combat what they have warned is a radically shifting security environment that presents multiple threats.

    It is expected that the terror threat level will remain high for the foreseeable future, with the risk heightened by this month’s Christchurch terrorist attack.

    “The terrorist threat to Australia remains at probable, cyber threats are unrelenting and increasing and there are new and emerging national security challenges,” Home Affairs Minister Peter Dutton said in a statement this morning. “The AFP is now conducting seven times more counter terrorism operations and monitoring eight times the number of people of interest than it did five years ago.”

    From the Oz. Now, why does anyone think the AFP are getting so much busier?

    The second time I got snake-bit was W Qld and entirely someone else’ fault. Kept free range chooks and in snake season beautifully marked juvenile snakes would occasionally slither into the garden, be attacked by the chooks and seek refuge under the nearest shelter, a tarp or board I had purposely left lying around. So much noise from the chooks I would know what was happening and rescue said juvenile with a dark bag on a stick – they naturally head towards it. Pop hissing Sid into a plastic fish tank (no water), just gravel and a twisted log, replace lid and observe injuries. The juveniles might be pencil-thin and a foot long and much pleasure gained from trying to identify but likely mostly western browns. After a couple of days I’d catch a small gecko (easier said than done) and add to the tank along with a small moth and maggot or two every day. And wait. When gecko had disappeared, locate Sid, lure into dark bag, walk into the outback and release. Grandkids used to love it, especially the initial capture – uncle Steve Irwin they called me. One day I was out, grandkids home and the chooks were going off. Seems they had learned well and a second little Sid was added to the fish tank, unbeknown to me. Not easy to hide in a fish tank with only a twisted log but they do. So when the gecko had disappeared and Sid was being lured into the dark little bag attached to a stick attached to my hand in a fish tank containing only 1 snake, well, I was a bit shocked to say the least when a second snake objected to having it’s safe space invaded. One doesn’t necessarily react in a calm and considered manner in such situations but it wasn’t long before I remembered a bit of outback advice, “let it bleed”. So I did. And like the bite from some years earlier it bled profusely. Apart from the intense worry over the next few hours and some likely imaginary symptoms, nothing happened. Didn’t even leave a scar and too preoccupied to take a photo but I did write a little note – “bitten by snake, right hand”, which, having survived, I threw in the bin before Mrs Ted came home. Eventually learned from grandkids what had happened and we all had a good laugh but they were banned from uncle Steve Irwin’ place for a while by their parents. Most bushies hate the little beggars but I found them fascinating.

    Poor things! I’ve had an increasing number of baby currawongs appear in the last month or so. Here are two of them from outside my front door just now. The nearest is recovering from an eye infection. They’re fun to watch especially on the tin roof of my old carport. Hunger vs terror perfectly balanced until they land on the tin, which makes a noise. Panic! They instantly levitate a metre straight up. Then they land back onto the tin *bong* and leap into the air again in more panic. It’s like avian trampolining. After a while they get used to the strangeness and hunger reasserts. I’ve half a dozen that have learned to accept food from the hand this season so far.

    So I decided to fact check these reports on Conservapedia by cross referencing them with Wikipaedia, local press reports, and general Googling.
    Suffice to say that it’s the proverbial can of worms.
    After working from the earliest to the most recent report on Conservapedia, you’ll note the following –

    1. The reports on Conservapedia vary a great deal from the Wiki and local media reports.

    2. I attempted to develop a measure of effectiveness of this “good guy with a gun” narrative, using a simple measure of lives lost/lives saved. This became almost impossible because of two things. One was the unfathomable conclusion as to how many would have been killed of the perp hadn’t been stopped by the ggwag*, and the wide variations in the reporting of the facts. The other problem was that the perp was stopped on a number of occasions after he had problems with his weapon (dropped mags, jamming), so it’s a matter of conjecture as to whether the intervention of the ggwtg was the deciding factor. On a number of occasions, the perp shot himself, and again, it’s a matter of conjecture as to whether this was before or after the armed citizen turned up.

    I gave up halfway through the exercise, but will post below what was gleaned.

    A reasonable summary (as far as I went) –

    Lives lost – 21
    Lives saved – Anything between 21 and 5.

    Effectiveness – Totally haphazard. Generally, people had already been killed by the time the ggwag became involved. There were two exceptions where the ggwag was already in the same room or building as the perp.

    Rational conclusion – Events such as mass shootings are chaotic events. A lot of ducks would need to be in a row before armed citizenry is always and exclusively the solution. Balance that with the risks associated with every citizen going armed. Imagine the results in any situation if dozens of ggwag opened up at once, especially if the built environment had lots of steel and concrete.

    There’s a lot of text here, and I ran out of time to go through all the Conservapedia reports. Orhers are free to complete the exercise.

    *ggwag – Good guy with a gun.

    The detail (as far as I went) –
    Pearl High School shooting – October 1, 1997 – killed two students and injured seven others at the school after killing his mother at her home earlier that morning. Deputy principal retrieved a handgun from his truck, and when others blocked the perpetrator’s vehicle, held him at gunpoint.
    Lives lost – 3. Lives saved – 0. The perpetrator was already leaving the scene when apprehended.

    The Parker Middle School dance shooting was an incident that occurred on April 24, 1998 at a banquet facility in Edinboro, Pennsylvania, United States. Andrew Jerome Wurst, 14, fatally shot 48-year-old John Gillette, and wounded another teacher and two students at Nick’s Place (a nearby banquet hall) during an 8th grade dinner dance.
    Wurst showed up late to the dance, with his father’s .25-caliber pistol in a holster belt under his jacket. He had previously left a suicide note under his pillow and stated to investigators that he planned to go to the dance and kill only himself.
    The shooting began on an outdoor patio, about twenty minutes before the dance was scheduled to end, around 9:40. He shot John Gillette after he asked Wurst to come inside. Before running out of ammunition, Wurst proceeded to enter Nick’s Place, where the dance had been held, and subsequently fired and wounded Edrye Boraten, a teacher and two students, Jacob Tury and Robert Zemcheck. The shooting ended when the owner of Nick’s Place, James Strand, intervened and confronted Wurst with his shotgun, ordering him to drop his weapon and later holding him at bay for eleven minutes. Strand later got Wurst on the ground and searched him for weapons, finding a dinner fork in his sock.
    Lives lost – 1 Lives saved – 0. The shooter had run out of ammunition before he was confronted by James Strand with his shotgun.
    In the early morning hours of December 9, 2007, 24-year-old Matthew John Murray (b. December 5, 1983)[7] opened fire at the Youth With A Mission training center in Arvada, Colorado, killing two and wounding two others before escaping. Later that afternoon, he attacked the New Life Church in Colorado Springs, Colorado, with several firearms, killing two more people and injuring three before being shot by Jeanne Assam, a member of the church’s safety team, who was carrying a licensed private firearm. Murray subsequently died from a gunshot wound to the head, which reports indicate was inflicted either by himself, or possibly by Assam.
    Lives lost – 4 Lives saved – Unclear, as it is unknown whether he shot himself, or was shot by Assam
    On May 5, 2008,aAt about 02:25, Ernesto Villa Gomez. 30, walked into Player’s Bar & Grill and starting shooting. 20-year-old Jose Torres and his 19-year-old brother Margarito Torres were killed. Villa Gomez was shot and killed by a patron with a CDW permit, after having killed two people and wounded two others in a bar filled with 300 people. When Villa Gomez was reloading his semi-automatic gun, a man from Reno, with a CDW, shot Villa Gomez. The killings were apparently related to a family argument, so the shooter’s intentions regarding other patrons were unclear.
    Lives lost – 2 Lives saved – Hard to say, but Gomez was using a semi-auto in a crowded bar so multiple casualties were possible. The “family argument” scenario suggests he wasn’t intending a mass shooting.
    On May 2, 2009, Lavant and Hill broke into an apartment during a party and forced everyone to the floor. After they gathered various valuables, and separated the men and the women, and Lavant said to Hill, “we are about to have sex with these girls, then we are going to kill them all,” and began “discussing condoms and the number of bullets in their guns.” At that point, Sean Barner, a Marine who was attending Georgia State as part of the Marine Enlisted Commissioning Education Program, managed to get to the book bag he brought to the party; took out his gun; shot and scared away Hill; went into the neighboring room, where Lavant was about to rape one of the women; was shot at by Lavant, and shot back and hit Lavant, who then ran off and later died of his injuries. Barner was a Marine, but was acting as a civilian, carrying a gun as a civilian and had a CDW permit.
    Lives lost – 1 (the perpetrator) Lives saved – depends how many were at the party. The marine and one of the partygoers (a woman) was also wounded in the exchange of fire.

    *March 25, 2012. Jesse Gates went to his church armed with a shotgun and kicked in a door. But Aaron Guyton, who had a concealed-carry license, drew his gun and pointed it at Gates, and other parishioners then disarmed Gates.
    Lives lost – 0 Lives saved – Depends on how many were in the church. Gates would have done damage with a shotgun, but it’s unlikely there would have been mass casualties.

    *July 13 2012.
    A 71-­year-old man saved the lives of many at Palms Internet Cafe. When robbers entered the cafe with weapons, Samuel Williams pulled out his gun and scared off the suspects.
    Lives lost – 0 Lives saved – 0
    *September 9 2012. Allabaugh killed one man and wounded another following an argument over Allabaugh being ejected from a bar. Allabaugh then approached a bar manager and Mark Ktytor and reportedly pointed his gun at them; Ktytor, who had a concealed-carry license, then shot Allabaugh.
    Lives lost – 1 (The perpetrator) Lives saved – 0

    On December 11, 2012, a shooting occurred at the Clackamas Town Center in unincorporated Clackamas County, outside the city of Portland, Oregon, United States. The gunman, 22-year-old Jacob Tyler Roberts, ran into the shopping center wearing tactical clothing and a hockey mask and opened fire on shoppers and employees with a stolen Stag Arms AR-15 rifle. He fired a total of 17 shots, killing two people and seriously wounding a third. Having attempted to reload his weapon and dropping three magazines, Roberts entered a stairwell and committed suicide after descending one level because he encountered someone with a concealed carry permit who had drawn his gun. He had no connection to any of his victims, and it was believed to be a random act of violence.

    Lives lost – 3 (Including the perpetrator) Lives saved – Hard to say, but whether the perpetrator committed suicide because his AR-15 jammed, or because he saw someone with a firearm is unknown.

    July 24th, 2014. At Fitzgerald Hospital, in Media, PA, psychiatric patient Richard Plotts who killed his caseworker — and grazed his psychiatrist. The psychiatrist, Dr. Lee Silverman, fired back, stopping the gunman.
    Lives lost – 2 (including the perpetrator) Lives saved – 1

    March 22 2015, Barber Shop, Philadelphia . A man opened fire in a barber shop. After unnamed gunman opened fire on customers and barbers at the barber shop following an argument, a legal gun permit carrier outside heard the gunfire, ran into the shop and took out his own gun. He then opened fire, striking the first gunman once in the chest. Philadelphia Police Captain Frank Llewellyn stated, “He responded and I guess he saved a lot of people in there.

    Lives lost – 1 (The perpetrator) Lives saved – The number of customers in the shop at the time is unclear, but it’s understood that the perpetrator was arguing with one person before he opened fire.

    April 17 2015. At Chicago’s Logan Square, Uber driver Everardo Custodio was waiting for pedestrians to cross the street when a man began firing into the crowd. The driver pulled out a handgun and fired six shots at Custodio, hitting him several times. Responding officers found Custodio lying on the ground, bleeding. No other injuries were reported.
    This report makes no sense, as do other reports of this incident found on Google. Was Custodio the “man in the crowd”?

    Gun shop owner in Logan refused to sell a gun to a customer, even though he passed a background check. What is this doing on this list?

    June 26, 2016. An irate man opened fire on patrons waiting to enter the Playoffz nightclub. In self-defense, “someone” returned fire stopping the incident. Reports on what really happen vary widely, and Snopes fact checked claims that multiple casualties were avoided, concluding that report was likely false. The “someone” was not identified.

    Lives lost – 0 Lives saved – 0

    September 28 2016.
    Two versions – the first from Conservapedia, the second Wikipaedia – Townville Elementary School playground, Jesse Dewitt Osborne, 14, armed with a handgun, allegedly began shooting at the Townville Elementary School playground. Prior to the shooting, the shooter, a former student, killed his father at their home. Two people were killed, including one student; three were wounded, one teacher and two students. A volunteer firefighter, who possessed a CDW permit, restrained the shooter until law enforcement officers arrived and apprehended him.
    Lives lost – 3 Lives saved – If the playground was crowded at the time, probably a few. Having said that, the perpetrator’s gun jammed before he was confronted by a gun holder. (See report below).

    The shooting started before 1:45 p.m., when Osborne drove into a fence of Townville Elementary School in a black pickup truck, got out of the vehicle and began firing into the air near the school’s playground with a .40-caliber pistol, repeatedly shouting, “I hate my life.”[1][3] He then jumped the fence and began firing at students.[4] Police received a 9-1-1 call on the shooting at 1:44 p.m. At around 2:00 p.m., the suspect was apprehended by a volunteer firefighter after his gun jammed on the playground, just 12 seconds after he first pulled the trigger. According to Osborne during his interview with the police, he threw his gun and his vest away after realizing he was “going to hell” and called his paternal grandparents in tears to confess what he had done. [5] A body, later identified as the suspect’s father, was later discovered at the family home by the Osborne’s grandmother.[1] The “unintelligible” call from her grandson prompted her to go to the home to investigate.[1]
    One student was shot in the foot and a female teacher was shot in the shoulder; both were treated at AnMed Health and released the following evening.[1][6][7] Another student suffered a superficial wound that did not require medical treatment.[8] A third student, six-year-old Jacob Hall, suffered a gunshot wound to the leg, which led to massive blood loss and then cardiac arrest.[6] He was airlifted to Greenville Memorial Hospital and underwent surgery. Hall died on October 1, three days after being shot.[7] A funeral for Hall was held on October 5.[4]

    The more I think about it this al Jazeera sting against PHON stinks; sure Ashby and the other guy trash talked but according to Bolta al Jazeera, in connection with the abc, spent over $1 million over 3 years setting the scene, creating the false pro-gun group, getting friendly with the right associations here and in the US, before the approaches were made to PHON which were quite reasonably accepted after, I presume, due diligence and since Peter Charley’s stooge, roger muller who created Gun Rights Australia, had spent 3 years establishing a public profile and his bona fides.

    Charley says he was opposed to gun laws being weakened in Australia, this was his motivation but no where in his declaration does he mention the role of al Jazeera other than the fact that he works for them.

    It is just too coincidental that PHON is the most aggressive anti muslim party in Australia and is the party targeted by charley when there are other more pro-gun parties such as the SFF and Leyonjhelm. The defining and distinguishing thing about PHON is that they are the most aggressive party in opposing muslim immigration.

    The more I think about it this al Jazeera sting against PHON stinks; sure Ashby and the other guy trash talked but according to Bolta al Jazeera, in connection with the abc, spent over $1 million over 3 years setting the scene, creating the false pro-gun group, getting friendly with the right associations here and in the US, before the approaches were made to PHON which were quite reasonably accepted after, I presume, due diligence and since Peter Charley’s stooge, roger muller who created Gun Rights Australia, had spent 3 years establishing a public profile and his bona fides.

    Charley says he was opposed to gun laws being weakened in Australia, this was his motivation but no where in his declaration does he mention the role of al Jazeera other than the fact that he works for them.

    It is just too coincidental that PHON is the most aggressive anti musl.m party in Australia and is the party targeted by charley when there are other more pro-gun parties such as the SFF and Leyonjhelm.     A Correctives Services officer has been charged over an alleged relationship with an inmate at a prison in the state’s Central West.

    Officers attached to the State Crime Command’s Corrective Services Investigation Unit (CSIU) formed Strike Force Balanada to investigate allegations the officer was involved in a relationship with a 28-year-old male inmate at the Wellington facility.

    Following inquiries, a 24-year-old woman attended Wellington Police Station about 5.30pm yesterday (Friday 29 March 2019), and was charged with engage in relationship with inmate etc cause safety etc risk.

    She has been given conditional bail and is due to appear at Wellington Local Court on Tuesday 21 May 2019.

    US President Donald Trump says he is likely to shut down America’s southern border next week unless Mexican authorities immediately halt all illegal immigration.

    Such a severe move could hit the economies of both countries, but the president emphasised, “I am not kidding around.”

    “It could mean all trade” with Mexico, Trump said when questioned by reporters in Florida.

    “We will close it for a long time.”

    Trump has been promising for more than two years to build a long, impenetrable wall along the border to stop illegal immigration, though Congress has been reluctant to provide the money he needs.

    In the meantime, he has repeatedly threatened to close the border, but this time, with a new surge of migrants heading north, he gave a definite timetable.

    A substantial closure could have an especially heavy impact on cross-border communities from San Diego to South Texas, as well as supermarkets that sell Mexican produce, factories that rely on imported parts, and other businesses across the US

    The US and Mexico trade about $1.7 billion in goods daily, according to the US Chamber of Commerce, which said closing the border would be “an unmitigated economic debacle” that would threaten 5 million American jobs.

    Trump tweeted on Friday, “If Mexico doesn’t immediately stop ALL illegal immigration coming into the United States through our Southern Border, I will be CLOSING the Border, or large sections of the Border, next week.”

    In Florida, he didn’t qualify his threat with “or large sections,” stating: “There is a very good likelihood I’ll be closing the border next week, and that is just fine with me.”

    He said several times that it would be “so easy” for Mexican authorities to stop immigrants passing through their country and trying to enter the US illegally, “but they just take our money and ‘talk.”‘

    The White House did not immediately respond to questions about whether Trump’s possible action would apply to air travel.

    The 34 innocents who died. I read a long article about Martyn Bryant, he was very mentally disturbed from birth, his father tried so hard to keep him grounded but in the end it got too much for him and took his own life.

    I don’t know what could have been done about Martyn Bryant given what Lizzie has alluded to earlier and in previous posts about the abandonment of people with mental illness.
