Q 1.
The Australian Constitution is a significant document that sets out the powers and jurisdictions of the Commonwealth and some of those jurisdictions shared with the States.
Q 2.
The Constitution is interpreted by the High Court from time to time and the Court has recognised there may be some exceptional circumstances when strict law interpretations are not appropriate. One such circumstance has included the application of public health management needs.
Q 3.
If a State law or Commonwealth law is inconsistent with the Constitution it is considered unconstitutional and considered invalid. It does not need to rely on s109. If a valid State law is created and that law is inconsistent with a valid Commonwealth law, under s109 the State law is invalid to the extent of any inconsistency with the Commonwealth law.
Q 4.
The Quarantine as mentioned in s 51 (ix) refers to our external borders.
Q 5.
S 117 has been interpreted by the High Court to be subject to the public health exception.
Q 6.
This is a question better directed to the Federal Government. The High Court may consider this in the upcoming Palmer case.
Q 7.
Sedition involves acts designed to incite civil unrest or to rebel against the government or to bring down the government.

Depends on the offences, according to the matchbox back I just read. If her licence is suspended, or she doesn’t have one then the jacks let her continue to commit the offence if they let her drive off, and wear the risk if she spangs into something/one.

The series skips Augustus and skims Tiberius to explain the stressors on Caligula which emerge during his reign as madness.
