Why wouldn’t they be counted? The whole point of election processes is to ensure an accurate outcome, and you must presume the outcome to be inaccurate when the process is proven to have not been followed.
I guess we’ll find out soon if in Nevada the ability to determine the extent of the fraud may be through a different form of proof than the separate proof that any fraud happened.
